"Save the children"
The society has an interest in bringing an end to the vicious cycle of poverty, illiteracy and crime that has plagued the nation. This society should seek to save our children and itself - and not abandon them for whatever reason, however seemingly plausible. Where the children are not attaining the requisite grade levels, this should be evident quite early. The society should be prepared to diagnose each case and institute remedial action to ensure that these children are brought up to speed. Quite often, the children are failing for reasons entirely outside of their control.
